Right now there is nothing to being a pirate or anti-pirate other than your security status and how you describe yourself. We should take this a step further. Create scattered systems throughout lowsec that are either Lawbringer Haven's or Pirate Haven's. You will not be allowed to enter these systems unless your security status is +2.5 or higher or -5.0 or lower, respectively. These systems will provide a place where ...more »
All missions that take place in lowsec should not follow the traditional mission format but be missions designed to be completed with small, fast ships such as assault ships and interceptors. An alternate possibility is using hacking/salvage/archeology modules to activate gates so pirates using traditional PvP setups would have to adapt if they wanted to pursue mission runners while inside mission complexes.
In nullsec, politics is totally defined by capsuleers. In highsec, politics is invisible to capsuleers. Lowsec today is just like highsec in this way. Whatever rules there are, are defined by the game (NPCs) and capsuleers have no influence. Instead, the overarching theme of lowsec should be an area which is still Empire-controlled (the NPCs are still in charge) but is being influenced by the capsuleers. As a simple ...more »
Look at the most popular form of PVE and realize that at the high levels it doesn't lend itself to low sec risks. The traditional battleship grinding level 4 missions is easy meat In low-sec. Adding Low-sec specific missons as part of a cops vs robbers story should take this into account. Posiibilities include - special mission keys that let you sneak in the back door, while pirates who'd want to warp in and kill the ...more »
DEFINE LOW SEC I think we need to start by asking ourselves, Wat is low sec? To me low sec is where worlds collide, the criminal, the lust and greed of the individual capsuleers and the blood thirsty killers that roam null sec. All of these things come together in one place. It is where the people who want to escape the control of the differant nations come, it is where the criminals come, it is where morally grey enterprises ...more »
A mechanic could be introduced to encourage co-operation within population clusters and allow them to provide their own security. Think wild-west frontier towns with it's sherriff and deputies. Although far removed from any support, the sheriff would have some powers to assist in the day-to-day policing of his township and outlying homesteads. This would clearly be open to corruption, some communities might find themselves ...more »
GCC and timers should be immediate and short term penalties, not long term time-sinks that cripple pilots from moving around for a quarter of an hour.
How about some lowsec-specific rigs that might encourage people to take a few more risks in lowsec?
- Escape pod reinforcement rig
- Warp core stabilizer rig
- Booby-trap rig (triggers smart bomb on ship death)
- Cargo security rig (ensures that no cargo drops on ship death, and/or a version that ensures that all cargo drops)
Some/all of these rigs could be contraband in highsec.
There are four pieces to this suggestion. Each cannot stand alone as a change to losec, because it creates an imbalance. However, a better idea that makes a similar change would be a viable piece of the change. Summary: Following the ongoing struggles between the empires, traders and travellers expressed outrage at the complete lack of security in the war regions. After significant negotiations, CONCORD, in conjunction ...more »
PvE missions that require at least two pilots. Mission will have (at least) two sites. The first pilot will have to arrive at Site A and either stay long enough or shoot a certain amount of ships/guns to draw attention, causing NPC ships to move from site B and go to site A. This leaves Site B (partially) unguarded allowing the second pilot to go in and destroy the target. This could involve destroying a target ship ...more »
I would like to suggest a complete overhaul of the bounty system. A new bounty system should have 3 things… - Uncheatable by those the bounty is put on. - Be a point of pain for those with a bounty on them. - Be a real reward for bounty hunters. Why will this benefit Low Sec? Because if it creates a real profession out of bounty hunting, then more people will take part in it and will go to Low Sec since this is where ...more »
Pirate factions give LP for navy & concord tags. This LP can be used in their LP store for implants and T1 & pirate faction BPCs.
These BPCs, with already perfect ME & PE, can then be used to produce ships and items, in Pirate NPC stations and in low sec POSes.
