This is an extension of my previous ideas relating to NPCs and Stations, and is based on the notion that those ideas would be implemented as well. In high sec, factions have enforced systems. In null sec there are no enforced spaces. Low sec is where factions clash. No faction can dominate the system, but they should try. In such a situation factions should ruthlessly enforce their rules in their grids. For instance a NPC pirate station: If one shoots in the grid then they are shot by the station and its defenders. Pirate factions give LP for navy & concord tags. This LP can be used in their LP store for implants and T1 & pirate faction BPCs.
These BPCs, with already perfect ME & PE, can then be used to produce ships and items, in Pirate NPC stations and in low sec POSes.
