As it is, CONCORD seems like a clumsy mechanic. The idea of CONCORD is to help protect the new players from the more powerful, aggressive players in the game. I suppose this works fairly well as a mechanic, but the backstory is a little weak. True "Pirate" systems. Sure, in deep 0.0 you have Angels, Serpentis, Gurista home systems/constellations. However, these cartels should have LoSec systems that are theirs as well - these would not be patrolled by CONCORD/Empire, they would have pirate faction agents, stations and LP stores. Allow pirate alliances to own systems just like the 4 militias can. Of course, you'll need to fix FW so that occupation means something but..
In Pirate systems gate guns either don't fire to the owning alliance, or just don't respond to GCCs. Other benefits could also apply.
