Right now there is nothing to being a pirate or anti-pirate other than your security status and how you describe yourself. We should take this a step further. Create scattered systems throughout lowsec that are either Lawbringer Haven's or Pirate Haven's. Campaign: Professions

Lowsec Missions: Small, Fast Ships & Required Hacking/Archeology

All missions that take place in lowsec should not follow the traditional mission format but be missions designed to be completed with small, fast ships such as assault ships and interceptors. An alternate possibility is using hacking/salvage/archeology modules to activate gates so pirates using traditional PvP setups would have to adapt if they wanted to pursue mission runners while inside mission complexes.

Theme: Capsuleer influence on the Empires

In nullsec, politics is totally defined by capsuleers. In highsec, politics is invisible to capsuleers. Lowsec today is just like highsec in this way. Whatever rules there are, are defined by the game (NPCs) and capsuleers have no influence. Pve mission considerations

Look at the most popular form of PVE and realize that at the high levels it doesn't lend itself to low sec risks. The traditional battleship grinding level 4 missions is easy meat In low-sec. Adding Low-sec specific missons as part of a cops vs robbers story should take this into account. Local Law Enforcement Officers

A mechanic could be introduced to encourage co-operation within population clusters and allow them to provide their own security. Think wild-west frontier towns with it's sherriff and deputies. Although far removed from any support, the sheriff would have some powers to assist in the day-to-day policing of his township and outlying homesteads. Reduce GCC timers to 5 minutes

GCC and timers should be immediate and short term penalties, not long term time-sinks that cripple pilots from moving around for a quarter of an hour.

Pirate, smuggler, etc. rigs

How about some lowsec-specific rigs that might encourage people to take a few more risks in lowsec?

 

- Escape pod reinforcement rig

- Warp core stabilizer rig

- Booby-trap rig (triggers smart bomb on ship death)

- Cargo security rig (ensures that no cargo drops on ship death, and/or a version that ensures that all cargo drops)

 

Some/all of these rigs could be contraband in highsec.

Diversion Missions

PvE missions that require at least two pilots. Mission will have (at least) two sites. The first pilot will have to arrive at Site A and either stay long enough or shoot a certain amount of ships/guns to draw attention, causing NPC ships to move from site B and go to site A. overhaul of the bounty system

I would like to suggest a complete overhaul of the bounty system. A new bounty system should have 3 thingsā€¦ - Uncheatable by those the bounty is put on. - Be a point of pain for those with a bounty on them. - Be a real reward for bounty hunters. Tags -> Pirate LP -> BPC

Pirate factions give LP for navy & concord tags. This LP can be used in their LP store for implants and T1 & pirate faction BPCs.

These BPCs, with already perfect ME & PE, can then be used to produce ships and items, in Pirate NPC stations and in low sec POSes.
