Pve mission considerations

Look at the most popular form of PVE and realize that at the high levels it doesn't lend itself to low sec risks. The traditional battleship grinding level 4 missions is easy meat In low-sec. Adding Low-sec specific missons as part of a cops vs robbers story should take this into account. Diversion Missions

PvE missions that require at least two pilots. Mission will have (at least) two sites. The first pilot will have to arrive at Site A and either stay long enough or shoot a certain amount of ships/guns to draw attention, causing NPC ships to move from site B and go to site A. Combination Bounty Hunting fix and low-security PvE transformation

This is a combination of "make low-security space more profitable" and "fix bounty hunting" and "make criminality a choice"; but the separate ideas can't really stand independently. PvE Encounters Executable with PvP Fittings

One of the deterrents to missioning in low sec is how vulnerable mission fits are in PvP engagements. If missions and encounter sites were adjusted such that they could be handled in a PvP fitting, then maybe more people would be willing to try them.

Pirate/Anti-Pirate Agents

Pirate/Anti-Pirate agents. Make the missions differently, not the slog through a pile of NPCs that is the current mission MO... perhaps low sec courier missions? Turn in enough LP from a pirate agent and they will tell you what system has a lot of mining lasers being used or some such thing. Turn in LP for delayed CONCORD intervention in low sec. Incursion PVE content should be restricted to Low Sec

According to the latest dev blog: http://www.eveonline.com/devblog.asp?a=blog&bid=790 The primary feature of the winter expansion (Incursion) will be NPC invasions (I think Sansha Invasions specifically?). The aim is to make PVE content that is more of a 'quest' system, in which people have to work together as a group in order to complete the objective and reap the rewards. Drug Deal Raid Missions

Players must disrupt deals taking place between two (or more) NPC ships, who will attempt to warp away. Players will need to point the NPCs and might require MWD and Sensor Boosters to tackle them. Smaller, more nimble ships would be more advantageous than larger, slower ones even with their firepower advantage. Encounters should not take place in Deadspace. Infiltration Missions

Infiltration missions will require players with a ship with a cloaking device fitted to fly into an enemy base, fly to a container, retrieve and item, and escape in one piece with the item. Higher difficulties of the mission could require players to fit a Codebreaker, Analyzer or Salvager to open a container before enemies get in range and/or do too much damage to the player.
