Theme: Low-security space is the Wild West, not a pirate haven (or, and a pirate haven)

This is meant as a theme suggestion for what I think low-security space is all about; it's meant as a theme that I think is beneficial to everyone: pirates, victims and vigilantes alike. Create Lawbringer and Pirate Haven Systems

Right now there is nothing to being a pirate or anti-pirate other than your security status and how you describe yourself. We should take this a step further. Create scattered systems throughout lowsec that are either Lawbringer Haven's or Pirate Haven's. Combination Bounty Hunting fix and low-security PvE transformation

This is a combination of "make low-security space more profitable" and "fix bounty hunting" and "make criminality a choice"; but the separate ideas can't really stand independently. It's a total replacement of the existing bounty system. Pirate vs. Bounty hunter factional warfare.

An addendum to factional warfare. Create a bounty hunter factions and a pirate factions. Joining either grants pirate/bounty hunter specific lp rewards returnable in pirate/concord/military owned stations. In addition they're flagged to each other perpetually. Pirate Alliance System Occupation

Allow pirate alliances to own systems just like the 4 militias can. Of course, you'll need to fix FW so that occupation means something but..

 

In Pirate systems gate guns either don't fire to the owning alliance, or just don't respond to GCCs. Other benefits could also apply.

Empire-specific pirate amnesty

In order to bring more pilots into lowsec to experiment with piracy, there should be irregular offers of "pirate amnesty" from the various empires. Those who played Sid Meier's Pirates! game know what I am talking about. Every so often, an empire will announce a pirate amnesty. Drug Deal Raid Missions

Players must disrupt deals taking place between two (or more) NPC ships, who will attempt to warp away. Players will need to point the NPCs and might require MWD and Sensor Boosters to tackle them. Smaller, more nimble ships would be more advantageous than larger, slower ones even with their firepower advantage. Encounters should not take place in Deadspace.
