Move all COSMOS drug sites to low sec. Keep drugs illegal to produce in high sec, but enforce the rules against transporting them only when moving between different factions' space (like borders.) Discount taxes for sell orders in 0.4 and lower systems. Perhaps introduce this as a skill that offers an additional 10% off taxed items per skill level. This would of course compound with other trade skills and standings.
Besides the coolness of having smuggling just in EVE (e.g. boosters), let DUST 514 have a market for powerful items that can be bought for a price on a player black market. These items can somehow be manufactured or otherwise procured only in lowsec, and then sold at lowsec stations which connect to DUST. Would also need to increase gas site seeding in lowsec -- I've never found any outside of the COSMOS constellations that have them.
Criminal underworld: ================ I would suggest a 'criminal underworld', a place which would be like an inverted mirror version of the high-sec citizen world. Restrict the availability of more skillbooks to low sec only. Currently there are some skillbooks for which this is the case, such as gas cloud harvesting, but more could be added to this list.
Players can venture into high sec to aquire the skillbook for the best price, or pay inflated prices in high sec for skillbooks ferried in by other players.
