Fix Faction War

A substantial percent of people in low sec are in faction war or they are alts in fw. Imagine how many more people would be in low sec if the occupation mechanic in FW didn't blow.

Exploration > missions, especially with "starter sites"

Add exploration content, especially accessible introductory exploration content to get people hooked. Exploration has one big advantage over missions: if it goes south, you can just cut your losses. There's no unfinished mission you have to either complete or lose standings. I'd much rather go to lowsec for exploration than missions. Pve mission considerations

Look at the most popular form of PVE and realize that at the high levels it doesn't lend itself to low sec risks. The traditional battleship grinding level 4 missions is easy meat In low-sec. Adding Low-sec specific missons as part of a cops vs robbers story should take this into account. Archaelogical sites

I like the idea of Archaeological sites in low-sec. EVE gate is certainly one. The City of God is certainly another. Both of these seem to draw large crowds, at least as far as the 'pod kills and ships destroyed' is concerned. These could involve all of the skills of exploration, scanning the site out, hacking, analyzing, code-breaking, etc. A long process but very rewarding. "Stop with the idea that low sec is only pirates" I am quoting this from another popular thread that unfortunately goes off into things that are unrealistic. The reality is that we will be lucky to get a single idea implemented in the next year, and thats only if its a relatively simple thing to do. Get 'em young

If you want people in lowsec, catch 'em young. Whilst lowsec discussion generally pays a lot of attention to level 4 and 5 missions, I'd be looking at the level 1 and 2. These are the missions you can do when you're starting out in your frigate/destroyer/cruiser, before you've formed your habits and attitudes. Moving Signatures

My thinking is getting more traffic (not solely pvp) through lowsec could cure alot of problems associated with being there. Aside from FW which has been discussed at great length I've been kicking around an exploration idea that could be implemented in lowsec & nullsec. Magnetic storms

Magnetic storms, aka 'Space weather. The low-sec regions are areas of intense magnetic storms which interfere with equipment. As such, they are less suitable for habitation. Results: Electronic devices such as scanners, web jammers, warp scramblers, etc. don't work in low-sec. -'Ninja salvage' wouldn't be possible in low-sec, and ECM wouldn't work either. Add low sec / FW space in between the empires

Probably not an idea high sec players would favor, but I've always thought it odd that there were no low sec systems between the warring empires' territories. There should be some low sec systems in the Caldari/Gallente border zone and the Minmatar/Amarr border. Possibly the Caldari/Minmatar and Gallente/Amarr borders as well.
