NPC Outposts that currently exist in many missions should also exist outside of missions and be something that players can fight over, control, and produce things from. These new interactive outposts are NPC locations that spawn in Low Sec systems and can be contested and controlled by groups of players. pirate and "lawman" system

I suggest you...This suggestion uses parts of the "cops and robbers" type of idea. Players would be able to either join pirate or concord factions individually, or perhaps somehow label an existing corp as a "pirate" or "lawman" corp. for pirates: advantages: severely lessened sec status hits for kills and for pod kills. Gate camp nerf

Add variability to the spawn range at each gate. I.e., when crossing a gate, you may spawn within a 100KM band around the gate. Use this mechanic to offset some of the overuse of gate camping. Quick align ships (i.e., transport ships) would become the best trade runners for lowsec, going along with the ideas about unique items, smuggling, etc.

Incursion PVE content should be restricted to Low Sec

According to the latest dev blog: http://www.eveonline.com/devblog.asp?a=blog&bid=790 The primary feature of the winter expansion (Incursion) will be NPC invasions (I think Sansha Invasions specifically?). The aim is to make PVE content that is more of a 'quest' system, in which people have to work together as a group in order to complete the objective and reap the rewards. PvE Encounters Executable with PvP Fittings

One of the deterrents to missioning in low sec is how vulnerable mission fits are in PvP engagements. If missions and encounter sites were adjusted such that they could be handled in a PvP fitting, then maybe more people would be willing to try them.

Sec Status revamp

Not being able to go into any high sec is too severe. If you kill others in minmatar low sec it should lead to you not being able to go into minmatar high sec. But you should still be able to go into the other 3 high secs. Podding could effect both where you pod the victim and the faction where they have their pod reproduce.
