This idea is less a suggested fix than a model of low-sec that will help people understand the larger ramifications of a lot of the other suggestions that have been made. There is a suggested fix included here as well. Anyways, enjoy: The problems with low-sec can be understood as a failure of the ecosystem. The ecosystem of low-sec is composed of 3 primary characters 1) Pirates (Generally hostile PvP fit ships) ...more »
I saw this idea on the EVE forums, as a suggestion for an overhaul to the Bounty system. It was first suggested in 2004. I'm adding on to the idea. The idea was that when someone with a low-security rating and a bounty was podded, that their clone was automatically re-animated in a special 'prison system', or deadspace complex. Add variability to the spawn range at each gate. I.e., when crossing a gate, you may spawn within a 100KM band around the gate. Use this mechanic to offset some of the overuse of gate camping. Basically, they act as Pirates in the low-sec space of OTHER factions, and Pirate hunters in the low-sec space of the Empire which hired them. Pirate hunters, newbie protectors, at least if those newbies are from the same Faction as them.
