I saw this idea on the EVE forums, as a suggestion for an overhaul to the Bounty system. It was first suggested in 2004. I'm adding on to the idea. The idea was that when someone with a low-security rating and a bounty was podded, that their clone was automatically re-animated in a special 'prison system', or deadspace complex. Gate camp nerf

Add variability to the spawn range at each gate. I.e., when crossing a gate, you may spawn within a 100KM band around the gate. Use this mechanic to offset some of the overuse of gate camping. Quick align ships (i.e., transport ships) would become the best trade runners for lowsec, going along with the ideas about unique items, smuggling, etc.

Add Immersion and Purpose by making standings matter II (PvP, Faction Warfare)

This is an extension of my previous ideas relating to NPCs and Stations, and is based on the notion that those ideas would be implemented as well. A few people have already suggested this. Find one group of Player pirates which is the biggest and baddest in the area, and make them 'Privateers'. Basically, they act as Pirates in the low-sec space of OTHER factions, and Pirate hunters in the low-sec space of the Empire which hired them. Pirate hunters, newbie protectors, at least if those newbies are from the same Faction as them.
