Low population (habitation) does NOT equal to a broken low sec.

An assumption I have seen prevalent throughout this forum and the Eve Online forums is that low population equals to broken low sec. I disagree. There is something magical and immersive in vast tracts of uninhabited back waters of the galaxy, broken only now and then by a passing opportunist, pirate, or fleet, with islands of rough civilization clumped here and there like barely surviving fungus. MIlitary highway --------------------- 1. Restrict Concord to 1.0 space. Remove criminal flagging for shooting on a Pirate ship in low sec. 2. A few people have already suggested this. Find one group of Player pirates which is the biggest and baddest in the area, and make them 'Privateers'. Basically, they act as Pirates in the low-sec space of OTHER factions, and Pirate hunters in the low-sec space of the Empire which hired them. Pirate hunters, newbie protectors, at least if those newbies are from the same Faction as them.

Theme: Low-security space is the Wild West, not a pirate haven (or, and a pirate haven)

This is meant as a theme suggestion for what I think low-security space is all about; it's meant as a theme that I think is beneficial to everyone: pirates, victims and vigilantes alike. In the EVE storyline, low-security systems belong to some empire faction. They are not, as is a common perception, a no-mans land -- that would be null-security space. Theme: Secessionist Factions

Create one secessionist faction per empire (i.e. Intaki, Amatar rebels or Khanid, etc...). If you join one, you are considered a traitor and will aggro the applicable hi sec navy. When the secessionists have control of their system, it activates a jumpgate connected to hi sec in another empire to allow much better commerce. Pirate vs. Bounty hunter factional warfare.

An addendum to factional warfare. Create a bounty hunter factions and a pirate factions. Joining either grants pirate/bounty hunter specific lp rewards returnable in pirate/concord/military owned stations. In addition they're flagged to each other perpetually. Theme: Order vs Disorder

Leaving aside low-level conflict such as rats, which crop up everywhere, high-sec and null-sec have two distinct themes about conflict. High-sec tends to fit loners, but the actual conflict is factional warfare between the four empires. Warfare outside of FW is heavily constrained by CONCORD. Theme: Capsuleer influence on the Empires

In nullsec, politics is totally defined by capsuleers. In highsec, politics is invisible to capsuleers. Lowsec today is just like highsec in this way. Whatever rules there are, are defined by the game (NPCs) and capsuleers have no influence.
