Mining buffs for Low-sec

This is not specifically about Low-sec, but how to make mining a safer activity. -This might improve a miner's chances in low-sec. -Make all of these Miner's defenses 'illegal' to use in war in high-sec, just as it is illegal to use capital ships for war in High-sec. Exploration Market

Allow players to submit exploration sites they find to a NPC agent. Other players can then buy bookmarks to these sites from the NPC agent for a set price depending on the site. The player who found the site would get a percentage of this money. Why? This brings income to (especially younger) players who cannot handle more difficult exploration sites. Letters of marque

Its a pirating license to gank ships from a certain factions and being rewarded for the kills with isk and LP. The hostile faction ships will automatically become orange for you. Each faction (pirate and empire) allow you to buy letters of marque against specific hostile factions. The bounty ratio depends on the difficulty. Let pirate corps become the local mafia:gain control.

I am pretty sure I saw it in the CSM minutes where they mentioned one of the issues was getting perfect results from refining in empire. How about adding a high level of tax from the empire corps ( middle man tax) enough to reduce high sec refining to say 80-85% at best with perfect skills/standings. Install a game mechanic where individual corps (you cannot be part of an alliance) can gain control of a low sec constellation. ...more »

Lowsec Missions: Small, Fast Ships & Required Hacking/Archeology

All missions that take place in lowsec should not follow the traditional mission format but be missions designed to be completed with small, fast ships such as assault ships and interceptors. An alternate possibility is using hacking/salvage/archeology modules to activate gates so pirates using traditional PvP setups would have to adapt if they wanted to pursue mission runners while inside mission complexes.

Criminal PVE

In low sec only the gates going into high sec should be guarded by weak Concord ships that can be destroyed by a coordinated corp. These weak concord ships should drop tags and components that are rare in low sec. Replacement concord ships along with reinforcements will after enough time has elapsed for salvage. Extortionist, Pirate

A pirate can force a target (player) to pay 'protection' money using a extortion contract. For this option to be available, the pirate must successfully scram & web the target. The target gets 15 seconds to agree paying it.

If the ransom is payed then the target can't be targeted by anybody for 30 seconds (to prevent abuse). Pirate can't be in same corp or alliance as target.
