Make FW influence FW-stations

Right now, the factional warfare corporations (24th, TLF...) have various stations in their respective low-sec areas, which contain only the fw-missions-agents. Low Sec Grids

In high sec, factions have enforced systems. In null sec there are no enforced spaces. Low sec is where factions clash. No faction can dominate the system, but they should try. In such a situation factions should ruthlessly enforce their rules in their grids. For instance a NPC pirate station: If one shoots in the grid then they are shot by the station and its defenders. NPC Criminal Stations

Criminal Stations, this is low sec after all. Station sentry guns will only fire in self defense, e.i. if the station itself is fired on. These stations could be places that would allow illegal production and have LP like stores that would give out unique items exclusive to low sec.
