Attribute Enhancers (new type of drug/booster) These new drugs would only be manufactured in Low Sec. Naturally they would be illegal in Empire space. CAVEAT: As you read this, please try to consider the way things would be in real life, instead of merely whether or not your character will directly benefit from it. Registry of Goods: As a hauler/ industrialist, the goods you buy/ haul/produce in high sec are LEGAL. Give them a boost. One idea would be that if you take a booster and get allot of bad side effects you can retake it. Yes you have to pay for it but then you have a chance of getting fewer (or more) bad side effects. If this seems too powerfull maybe make it the chance of the negative side effects goes up every time you take one in the same slot per hour. Combat boosters - As the main 'consumable' that seems to link well to Low Sec I would suggest its production is limited to Low Sec but change its attributes. Firstly make the effects longer lasting - players will visit low sec to buy, and consume, their drugs if they know they can travel freely for an extended period 'under the influence'. In addition to boosters as low-sec only industry I was also throwing around the idea of some sort of 'Pirate Software' - black codes that left you do Hackish type things.
One simple example would be to replace Locator agents with player 'manufactured' tracing code
