Stop with idea that low sec is only pirates. Just because people like to pvp in low sec doesn't mean they only want to gank noobs in pve fits. Its just a good way to pvp without the bubbles and blobs of null sec.
Low sec is/can be several things:
1)Low sec is NOT where empire meets null sec. It is the front line for the major empire wars. (Null sec BTW is of no interest to the 4 major empires)
2) Because its a literal battle front the laws can't be enforced as well which can attract illegal activity.
3) It can also attract fringe groups that are out of favor in the high sec major empires but may nevertheless be *more* moral than those in power in the empire.

This is a brainstorming forum, so people are free to define their ideas as they wish. If you want to see more than pirate ideas here, submit some of your own and encourage your friends to do likewise. Rally support for you ideas and get them voted up. That is how this kind of collaborative forum works--the most popular ideas rise to the top due to wide support.

Also you're wrong about low sec. It's not really just the front lines of the war it's simply out of the way areas where the local police and CONCORD don't have the resources to enforce laws and punish criminals. I agree that we need more than pirate ideas but the moderator is right, don't just make a post complaining about the lack.
I never said that it is "just the front lines" The idea is for ccp to develop many themes that occur in low sec!
I thought people could post whatever ideas appealed to them here. The whole theme of pirates ganking pve'ers has IMO been *beated to death*
My proposal is that CCP consider some new themes for low sec. If you agree then vote in favor.
I think CCP can develop many different themes in low sec and make it much more interesting and appealing.

I agree with the commenter, stating that losec's not just the front lines in the wars, which the OP would seem to imply in the post. However, I support this thread because of the premise that losec does not belong to pirates or their factions and should not be supported as such. While they are an inextricably relevant _part_ of what defines losec, they are not and should not be its central motif. Rather, pirates should remain incidental to what makes losec special.
I supported this idea on the premise that Low Sec seems to me to be a blank canvas. There is the potential for multiple themes to work here. Industrial, Combat or Trade related.
Some possible themes are:
Colonisation (dependant on where PI goes)
Slavers/Anti-Slavery conflict (could also tie into PI)
Cold War & intelligence operations (FW? Incarna?)
Archeology (looking for the Loc-Nar?)
Black Markets
Smuggling
Corruption/Bribery
Law Enforcement
Drug trade and/or Cartel wars
Some of these themes have already been suggested or explored. Others?
