Pirate factions give LP for navy & concord tags. This LP can be used in their LP store for implants and T1 & pirate faction BPCs.
These BPCs, with already perfect ME & PE, can then be used to produce ships and items, in Pirate NPC stations and in low sec POSes.

Its worth noting that there are NPC buy orders for tags up already. Doing this might establish a "base line" for ISK/lp ratios - which I'm not entirely certain is a great idea.
why perfect ME and PE ?
I wish for a strong incentive for people to come to low sec and start producing.
I agree with Liang on this one. If the NPC buy orders were removed for the tags, then this could be more interesting but I am wary of how easy it may become to get access to pirate materials.
