Smuggling Rings
*Portion of Scelestus Justicia Concept but may be used independently.
- Smuggler agents available in los-sec stations and in space at SMuggler gates (see below)
-- Will buy Illegal goods (according to region and illegality)
-- Gives out Courier and Manufacturing missions which in volve the transportation/production of Illegal goods
-- Act as locator agents for Smuggler Gates, revealing systems where they are located. Range depends on Agent quality and level and Smuggling Skill.
-- Smuggling agents move between stations periodically but will inform players working for them that they have done so.
- New Smuggling NPC faction
-- runs the Smuggler Gate network and Smuggler Agents.
-- Faction Transport ships (between T1 and T2)
- Smuggler Gates
-- Hidden gates scannable with probes
-- Gates move within a constellation but always connect to the same distant constellation.
-- *Optional* Password required for gate use?

I like this overall. Password for gate? No, but maybe it requires a toll (isk baby!) or a passcard from a Smuggler agent.
Ooh, I like the passcard idea. A couple of thoughts:
- Constellation and Regional Passcard with limited uses available as LP store items? (builds subsidiary contract market for Smuggler passcards.
- Passcards from agents specific to the mission or general use?
- Passcards from agents single use or limited use?
Hidden gates - scannable with probes -- perhaps another use for WH?
The existence of pirate/smuggler gates and stations not marked on any official maps is entrenched in the official lore!
Will the gate guns open fire on anyone of low standing to the pirate Corp?
I like the idea of trading LP for single-ride tickets.
I didn't envision the smuggler gates having guns at all. Though they could possibly be patrolled with sec appropriate NPCs. So if you wanted to camp one you'd have to take the NPCs out first but they woudln't shoot anyone with a pass. Though I can see flaws in that idea already.
