Everybody loves pirate faction ships, right? What if we implemented a system similar to tech 3 ships that involves using salvage/hacking items that can only be found in Low-sec plexes. This would require people who build those ships to either plex in low-sec or buy from people who do.

Not sure about doing the Tech 3 loot drop for ship building thing, but I might be more inclined to risk my time in lowsec if there were actual pirate faction outposts to mission from. I may be mistaken, but I'm pretty sure they're all in nullsec... If lowsec really is "for pirates", it seems like they should have a presence there.

I totally agree with the pirate stations idea as well I just thought it would be a good idea to keep pirate faction ship production a low-sec industry (or at least the gathering of materials). Also, yes new pirate faction tech 3 ships would be a killer idea. The angels at the very least have access to Jove tech so I don't see it being an issue to give them more advanced ships.
They've been trying to raise the value of low sec for years to get more not-piratey people to go there. It doesn't work because no one wants to sit around waiting for pirates if there's nothing in it for them.
IE there's never enough protection. If say a complex running crew goes in to extract Faction T3 the pirates will be there first to exploit the complex. The high-sec carebears (if they come) will get slaughtered by the wolves as they all realize there's a band of happy little bears coming in to run a complex.
Bottom line is it's not profitable. You go into low-sec and even if you don't get your ship blown up the interruptions caused by running from pirates make it pointless.
We don't need a more valuable low sec. We need a more valuable way to force players to protect themselves and others in low-sec. While still encouraging piracy.
The fun idea in low sec involves beating the odds. You want to go there and be profitable and like most things in eve it requires intense teamwork.
Things that need to be changed are things like the flagging system, adding a proper bounty/reward system for anti-piracy AND piracy.
While I do agree that there needs to be changes to the GCC and bounty system, those topics have already been broached (I clicked agree to both). The faction ships idea was to attempt to give those people who play industrialists something that would require them to go to Low-sec or at the very least buy from people who do. Thereby making it profitable.
Profit is your output cost minus your input cost (both isk and time); if you keep losing your ships and never finishing the operation, then you have no output and all of your input cost is eaten. The way to make low-security space profitable is some mix of 1) making the loss more bearable, 2) making the return on investment higher, and 3) eliminating loss. Of those three items, number 3 is a bad idea because we don't want more "safe space"; Number 2 alone is also a poor idea. I'd like to see some mix of number 1 and 2 with emphasis on 1.
You didn't do anything to address these concerns and so I can't agree; but I don't want to disagree either.
We don't need more ISK in Low-sec to attract new people. This has been stated over and over again. What we need is something completely unique to Low-sec. I suggested Pirate faction ships because it was the simplest to incorporate with the "feel" of Low-sec as a criminal hub, not as a money factory.
Pirate implant manufacturing could also be brought in using moon minerals or PI products. I would prefer it if salvage from faction wrecks could fill this role as it requires a little more time investment and therefore the greater possibility for player interaction. Whether that be PvP or a simple exchange in Local Comms.
I suppose my earlier comment about profit was incorrect. I do not think Low-sec needs to be more profitable to attract newcomers. It just needs something unique, and new ships or modules only available in low-sec systems could do that. Of course, I could be completely wrong. It hapeens.... A lot
Low Sec isn't just for pirates right? Its also the frontline for law enforcement (in theory) and Faction Warfare.
Perhaps this idea could also include components for creating "Navy" versions of the existing T3 ships. Only as an addition to the current T3 manufacturing chain. Subsystem varieties that aren't necessarily more powerful, but give different bonuses that would be useful in Low Sec? Not to mention the appropriate "Navy" paint job for your T3 ship.
Naturally these "Navy" subsystems would be available in the faction loyalty point stores.
