All missions that take place in lowsec should not follow the traditional mission format but be missions designed to be completed with small, fast ships such as assault ships and interceptors. An alternate possibility is using hacking/salvage/archeology modules to activate gates so pirates using traditional PvP setups would have to adapt if they wanted to pursue mission runners while inside mission complexes.

Sounds a lot like Faction Warfare / NPC Null Sec Pirate missions - but the idea of locking / unlocking acceleration gates has some merits.

Every time I've seen a newbie ask about trainign battlecruisers/HACs/T3s etc for L4s, they're (quite correctly) told that battleships have more DPS for less training time. If there were missions that suited smaller ships and paid well because of their location, rather than the sheer DPS involved, that'd be cool.
Missions in low-sec should be dropped a notch in difficulty so that they can be done with smaller PvE vessels (cheaper, easier to get away), or larger PvP vessels (easier to defend yourself). This has already been done in the form of the pirate version of the epic arcs and is an excellent idea.
Don't say "All Missions". I am for this if it is just some missions. Others should be doable in heavier ships (Cruisers/HACs/BCs) with valid PvP ships.
