True "Pirate" systems. Sure, in deep 0.0 you have Angels, Serpentis, Gurista home systems/constellations. However, these cartels should have LoSec systems that are theirs as well - these would not be patrolled by CONCORD/Empire, they would have pirate faction agents, stations and LP stores. Think Tortuga from Pirates of the Carribbean. Gate guns on the "outside" do not fire unless combat occurs at the gate, regardless of GCC status, on the inside gate and station guns do not fire at negative security status pilots unless attacked directly (and only shoot at positive security status if they aggress in range). These should be dead end or pipe systems. They would provide PvE content (missions/loot/etc) and safe havens for negative security status players. Also NPC market for lowest tier drugs/boosters

My feeling on the matter is that NPC factions should be able to claim sov too, with players being their agents.
Standings toward CONCORD should be hisec sec status, standings toward Serpentis should affect sec status in Serpentis space, etc.
NPC factions should be able to have their CONCORD equivalent (or in Pirate literature, the Flying Dutchman which appears out of nowhere)
Lowsec remains "occupied" rather than "sovereign" due to technical restrictions of that space, but sov over all other space is claimable and challengeable, with the appropriate protection/response from the rapid response teams.
What you are suggesting is exactly what NPC controlled 0.0 is. Low-security space is part of empire controlled space, it is just the area even the police don't like to fly through.
Every low-security area is owned by an empire, an empire's close ally or is a faction warfare zone.
Actually, this is not NPC 0.0 at all. Spend anytime up in Pure Blind or down in Fountain? IT (or NC) can bubble up those NPC systems and stations making it virutally impossible to use them if they so desire.
Also, although the 4 ideas I put forth are (to me) all pieces of the same puzzle, the bigger though needs to be that no SINGLE thing can successfully change losec. It needs a handful of changes that will appeal to a variety of players. Any one change is likely to only appeal to one kind of player, and that doesn't introduce diversity and potentially increase populations.
I like this idea as well.
What I am leaning towards is not only giving the NPC Pirate factions their own systems and stations in Low-sec, but also encouraging Player pirates and their corporations into forming alliances with these NPC factions.
The Pirate stations have all kinds of 'goodies' available to Pirates only. Special ships, faction crystals, agents, missions, LP stores, etc. Blood Raider hulls are only available at Blood Raider owned stations, and so on.
The gate guns in these stations are set to fire on anyone with a bad standings with that Pirate faction. You can't even dock in an NPC pirate station if you have terrible ratings.
This would be a hurdle for most player pirates. In order to increase their sec rating, these Pirates usually shoot NPC rats indiscriminately. This gives them bad ratings with all the NPC pirate factions.
Now, in order to correct these standings and dock in Pirate owned space, they will have to be a lot more selective with the rats they shoot.
Once their standings with one or more NPC Pirates is high enough, not only will they be welcomed into the Pirate owned system and allowed to dock, but they will also be invited to join that NPC Pirate's ALLIANCE. You won't be able to dock or enter the system unless you join.
Now this is where the fun hits the fan.
The major NPC Pirate alliances are all at war with one another. By joining one alliance you are automatically at war with one or more of the others. This includes all the player pirates and their corporations which have joined the alliance. Sort of like a Pirate factional militia.
Also, some of the Pirate alliances have made a truce with some of the Empire governments. This means that Guristas won't fire on Amarr, and Sanshas won't fire on Minmatar for example. Pirates are no longer neutral in the faction wars, they are on one side or the other.
When the Pirates attack each other, everyone wins:
1. The Pirates get a lot more PvP, and higher quality.
2. The Pirates have a reason to fight, besides 'I like explosions and killmails!'
3. The factional Militias can focus on killing each other, and not worry about 'neutral' pirates.
4. Low-sec is made a little safer for the care bears, as the hungry wolves begin to attack each other and not them.
5. This is a way to 'bell the cat'. Pirates are not restricted to the systems they own, but it is likely that the greatest concentration of pirates would be here and in the surrounding systems. Care bears could simply avoid these systems, bounty hunters would know where to go to seek their prey.
oh, I forgot to mention.
If your standings with the Blood Raiders is terrible and you want to increase it, find out who they are at war with and start engaging those NPC rats. This will raise your status with the Blood Raiders until you are invited into their Alliance.
Sure, it would be harder for lone wolf Pirates to survive long enough to join one of the big alliances. Why should being a pirate be easy? This is the way criminal gangs in real life work. You have to join the big alliances, or your small gang gets crushed.
