Right now there is nothing to being a pirate or anti-pirate other than your security status and how you describe yourself. We should take this a step further. Create scattered systems throughout lowsec that are either Lawbringer Haven's or Pirate Haven's. You will not be allowed to enter these systems unless your security status is +2.5 or higher or -5.0 or lower, respectively. These systems will provide a place where pirates or anti-pirates can gather outside of highsec and will also contain LP stores with specific Lawbringer and Pirate ships and modules. Every day that an individial is +2.5 or -.5.0, they will receive a small amount of LP towards the Lawbringer or Pirate faction. Every kill they attain against another player of the opposite security type will give a small amount of LP towards their faction.
Ships and modules attained this way should not be stronger than anything existing, unlike how many other LP stores already work. We don't need stronger faction loot but instead these rewards will be different and unique and unattainable any other way. Ships could even be slight variations on existing hulls but with models and names that are fitting for being either an officer of the peace or a bringer of chaos.

Why restrict people from certain systems? You cannot currently. The idea of freedom of movement should be theoretically possible for everyone even if not practically possible.
Terranid: Fair enough but the general concept is still valid. Perhaps there could be local factions in each system that attack pilots that enter that have the opposite sec status in the same manner that factions attack blinkies for entering highsec.
Don't like this 'as written'. Would prefer to see it framed as 'empire faction vs pirate faction' and tied into standings and with LP arising from pirating/letters of marque.
Instead of Lawbringer and Pirate Haven systems, how about stations. One side might be a CONCORDE Outpost station, and the other might have a Guristas Station.
Same general idea, but instead of restricting traffic through system, you would have a station that does or doesn't allow you to dock (which would have the appropriate LP Stores or agents for that faction in it), and has Station guns that automatically fire on you if you have the sec rating the wrong way to help against station camping.
Concord sovereignty systems have a similar mechanic as their version of faction police are concord ships. If one is below -5 you will immediately be killed upon entering their systems.
I like the passive income based on standings. It gives pirates a way to make money from a life of crime (always a problem) and gives empire carebears who hit 5.01 without ever seeing lowsec a reason to at least visit and spend the LP.
Any system which prevents pilots from freely moving between systems is a bad idea. Pilots should ALWAYS be able to use gates, just as they can now. A red flashy pilot can enter high sec if he's comfortable with the consequences (being chased by police).
Andrea Griffin: Maybe you should read the comments and the fact that we already went over that above? Try to think about the general concept as opposed to one small implementation detail of it. Realistically you wouldn't actually be banned from entering the system but there would be a faction police that would respond to you in the same manner as the faction police do in highsec.
I agree with serpentine logic. I think security status mechanics in general are bad for low sec. You should only get overall security status hits for suicide ganking in high sec. Low sec pvp should not be so detrimental or important.
But they could add some color to the game by making some other minor factions that aren't so cliche (as the big 4) and adding them to low sec.

I like it, especially the LP thing, getting LP for hunting ebil piwates sounds very cool. But it has a potential for abuse, the LP gained for killing a ship may never be more than what the pilot has lost.

And one has to remember, those pirate havens wouldnt be havens at all. Pirates do not hesitate to shoot at other pirates.

Not quite. Hi-Sec is more for NON-Pirates. These lawbringer havens would be trying to attract ANTI-pirates. In game terms, you would still be doing the same sort of thing you would as a regular pirate, but you would target people with negative sec status (yellow star on their name I think?)
