Stop with idea that low sec is only pirates. Just because people like to pvp in low sec doesn't mean they only want to gank noobs in pve fits. Expropriation (LoSec Expansion) Part 2

True "Pirate" systems. Sure, in deep 0.0 you have Angels, Serpentis, Gurista home systems/constellations. However, these cartels should have LoSec systems that are theirs as well - these would not be patrolled by CONCORD/Empire, they would have pirate faction agents, stations and LP stores. In addition to boosters as low-sec only industry I was also throwing around the idea of some sort of 'Pirate Software' - black codes that left you do Hackish type things.

Theme: Low-security space is the Wild West, not a pirate haven (or, and a pirate haven)

This is meant as a theme suggestion for what I think low-security space is all about; it's meant as a theme that I think is beneficial to everyone: pirates, victims and vigilantes alike. Exploration > missions, especially with "starter sites"

Add exploration content, especially accessible introductory exploration content to get people hooked. Exploration has one big advantage over missions: if it goes south, you can just cut your losses. There's no unfinished mission you have to either complete or lose standings. I'd much rather go to lowsec for exploration than missions. Its a pirating license to gank ships from a certain factions and being rewarded for the kills with isk and LP. The hostile faction ships will automatically become orange for you. Each faction (pirate and empire) allow you to buy letters of marque against specific hostile factions. The bounty ratio depends on the difficulty. Rather than a straight reduction in the criminal countdown, I'd suggest a cumulative GCC: 2 minutes for initial aggression, add 5 minutes for ship destruction, then add another 8 minutes for podkilling. Create Lawbringer and Pirate Haven Systems

Right now there is nothing to being a pirate or anti-pirate other than your security status and how you describe yourself. We should take this a step further. Create scattered systems throughout lowsec that are either Lawbringer Haven's or Pirate Haven's. Lowsec Missions: Small, Fast Ships & Required Hacking/Archeology

All missions that take place in lowsec should not follow the traditional mission format but be missions designed to be completed with small, fast ships such as assault ships and interceptors. An alternate possibility is using hacking/salvage/archeology modules to activate gates so pirates using traditional PvP setups would have to adapt if they wanted to pursue mission runners while inside mission complexes.

Theme: Capsuleer influence on the Empires

In nullsec, politics is totally defined by capsuleers. In highsec, politics is invisible to capsuleers. Lowsec today is just like highsec in this way. Whatever rules there are, are defined by the game (NPCs) and capsuleers have no influence. Pve mission considerations

Look at the most popular form of PVE and realize that at the high levels it doesn't lend itself to low sec risks. The traditional battleship grinding level 4 missions is easy meat In low-sec. A mechanic could be introduced to encourage co-operation within population clusters and allow them to provide their own security. Think wild-west frontier towns with it's sherriff and deputies. I would like to suggest a complete overhaul of the bounty system. A new bounty system should have 3 thingsā€¦ - Uncheatable by those the bounty is put on. - Be a point of pain for those with a bounty on them. - Be a real reward for bounty hunters. How about some lowsec-specific rigs that might encourage people to take a few more risks in lowsec?

 

- Escape pod reinforcement rig

- Warp core stabilizer rig

- Booby-trap rig (triggers smart bomb on ship death)

- Cargo security rig (ensures that no cargo drops on ship death, and/or a version that ensures that all cargo drops)

 

Some/all of these rigs could be contraband in highsec.

PvE missions that require at least two pilots. Mission will have (at least) two sites. The first pilot will have to arrive at Site A and either stay long enough or shoot a certain amount of ships/guns to draw attention, causing NPC ships to move from site B and go to site A.
