Fix Faction War

A substantial percent of people in low sec are in faction war or they are alts in fw. Imagine how many more people would be in low sec if the occupation mechanic in FW didn't blow.

I posted some general ideas of what I'm getting at in the comments.

Campaign: Misc

Theme not cliche

Stop with idea that low sec is only pirates. Just because people like to pvp in low sec doesn't mean they only want to gank noobs in pve fits. Its just a good way to pvp without the bubbles and blobs of null sec. Low sec is/can be several things: 1)Low sec is NOT where empire meets null sec. It is the front line for the major empire wars. (Null sec BTW is of no interest to the 4 major empires) 2) Because its a literal ...more »

Campaign: Turf

Expropriation (LoSec Expansion) Part 2

True "Pirate" systems. Sure, in deep 0.0 you have Angels, Serpentis, Gurista home systems/constellations. However, these cartels should have LoSec systems that are theirs as well - these would not be patrolled by CONCORD/Empire, they would have pirate faction agents, stations and LP stores. Think Tortuga from Pirates of the Carribbean. Gate guns on the "outside" do not fire unless combat occurs at the gate, regardless ...more »

Exploration > missions, especially with "starter sites"

Add exploration content, especially accessible introductory exploration content to get people hooked. Exploration has one big advantage over missions: if it goes south, you can just cut your losses. There's no unfinished mission you have to either complete or lose standings. I'd much rather go to lowsec for exploration than missions. Rewards need to be comparable to wormholes, since the danger is. Exploration also has ...more »

Campaign: Themes

Theme: Low-security space is the Wild West, not a pirate haven (or, and a pirate haven)

This is meant as a theme suggestion for what I think low-security space is all about; it's meant as a theme that I think is beneficial to everyone: pirates, victims and vigilantes alike. In the EVE storyline, low-security systems belong to some empire faction. They are not, as is a common perception, a no-mans land -- that would be null-security space. Nor are they the domain of pirate factions and criminals. Low-security ...more »

Large Smuggle Gates

Create Large Smuggle Gates. These should link to distant low sec pockets, can be used as massive short cuts through the Eve universe.

Fixing Piracy and FW in one go!

The problems with low sec Lack of a unique resource Low number of people Non profitable for corporations 2 different, non relate, crowds using the same space (FW and Pirates) My solution is to expand the FW to include the pirate factions that we have in-game. Players will be allowed to join Sanshas, Blood Raiders, etc... And this factions will fight for the control of systems in LS. Here come in play the unique new ...more »

Campaign: Themes

Theme: Corruption

I suggest that one of the overarching themes of low-sec is corruption. I see low-sec to be a place where a willingness to ignore rules can get you a quick buck. * Illegal goods to transport? Smuggle it in or bribe someone to look the other way * Trading got you down? corruption and graft * PI not profitable? Strip mine and pollute. * Someone got something you like? Take it. * Don't like it? Pay someone else to impose ...more »

Cumulative GCC

Rather than a straight reduction in the criminal countdown, I'd suggest a cumulative GCC: 2 minutes for initial aggression, add 5 minutes for ship destruction, then add another 8 minutes for podkilling. This would facilitate solo roaming (no more getting stuck in one system because you had to disengage when your target's backup arrived and now don't have enough buffer left to withstand a volley from the gateguns) and ...more »

Letters of marque

Its a pirating license to gank ships from a certain factions and being rewarded for the kills with isk and LP. The hostile faction ships will automatically become orange for you. Each faction (pirate and empire) allow you to buy letters of marque against specific hostile factions. The bounty ratio depends on the difficulty. However be warned the letter becomes void if you kill anyone from the giving faction. And you ...more »

Create Lawbringer and Pirate Haven Systems

Right now there is nothing to being a pirate or anti-pirate other than your security status and how you describe yourself. We should take this a step further. Create scattered systems throughout lowsec that are either Lawbringer Haven's or Pirate Haven's. You will not be allowed to enter these systems unless your security status is +2.5 or higher or -5.0 or lower, respectively. These systems will provide a place where ...more »

Lowsec Missions: Small, Fast Ships & Required Hacking/Archeology

All missions that take place in lowsec should not follow the traditional mission format but be missions designed to be completed with small, fast ships such as assault ships and interceptors. An alternate possibility is using hacking/salvage/archeology modules to activate gates so pirates using traditional PvP setups would have to adapt if they wanted to pursue mission runners while inside mission complexes.

Campaign: Themes

Theme: Capsuleer influence on the Empires

In nullsec, politics is totally defined by capsuleers. In highsec, politics is invisible to capsuleers. Lowsec today is just like highsec in this way. Whatever rules there are, are defined by the game (NPCs) and capsuleers have no influence. Instead, the overarching theme of lowsec should be an area which is still Empire-controlled (the NPCs are still in charge) but is being influenced by the capsuleers. As a simple ...more »

Pve mission considerations

Look at the most popular form of PVE and realize that at the high levels it doesn't lend itself to low sec risks. The traditional battleship grinding level 4 missions is easy meat In low-sec. Adding Low-sec specific missons as part of a cops vs robbers story should take this into account. Posiibilities include - special mission keys that let you sneak in the back door, while pirates who'd want to warp in and kill the ...more »

Low Sec, The Backround, gameplay, items and thoughts.

DEFINE LOW SEC I think we need to start by asking ourselves, Wat is low sec? To me low sec is where worlds collide, the criminal, the lust and greed of the individual capsuleers and the blood thirsty killers that roam null sec. All of these things come together in one place. It is where the people who want to escape the control of the differant nations come, it is where the criminals come, it is where morally grey enterprises ...more »

Local Law Enforcement Officers

A mechanic could be introduced to encourage co-operation within population clusters and allow them to provide their own security. Think wild-west frontier towns with it's sherriff and deputies. Although far removed from any support, the sheriff would have some powers to assist in the day-to-day policing of his township and outlying homesteads. This would clearly be open to corruption, some communities might find themselves ...more »

Campaign: Modules

Pirate, smuggler, etc. rigs

How about some lowsec-specific rigs that might encourage people to take a few more risks in lowsec?

- Escape pod reinforcement rig

- Warp core stabilizer rig

- Booby-trap rig (triggers smart bomb on ship death)

- Cargo security rig (ensures that no cargo drops on ship death, and/or a version that ensures that all cargo drops)

Some/all of these rigs could be contraband in highsec.

Campaign: NPCs

Expropriation (LoSec Expansion) Part 1

There are four pieces to this suggestion. Each cannot stand alone as a change to losec, because it creates an imbalance. However, a better idea that makes a similar change would be a viable piece of the change. Summary: Following the ongoing struggles between the empires, traders and travellers expressed outrage at the complete lack of security in the war regions. After significant negotiations, CONCORD, in conjunction ...more »

Diversion Missions

PvE missions that require at least two pilots. Mission will have (at least) two sites. The first pilot will have to arrive at Site A and either stay long enough or shoot a certain amount of ships/guns to draw attention, causing NPC ships to move from site B and go to site A. This leaves Site B (partially) unguarded allowing the second pilot to go in and destroy the target. This could involve destroying a target ship ...more »

Campaign: Getting Started

overhaul of the bounty system

I would like to suggest a complete overhaul of the bounty system. A new bounty system should have 3 thingsā€¦ - Uncheatable by those the bounty is put on. - Be a point of pain for those with a bounty on them. - Be a real reward for bounty hunters. Why will this benefit Low Sec? Because if it creates a real profession out of bounty hunting, then more people will take part in it and will go to Low Sec since this is where ...more »

Tags -> Pirate LP -> BPC

Pirate factions give LP for navy & concord tags. This LP can be used in their LP store for implants and T1 & pirate faction BPCs.

These BPCs, with already perfect ME & PE, can then be used to produce ships and items, in Pirate NPC stations and in low sec POSes.

Campaign: Ships

Pirate Faction for all!

Everybody loves pirate faction ships, right? What if we implemented a system similar to tech 3 ships that involves using salvage/hacking items that can only be found in Low-sec plexes. This would require people who build those ships to either plex in low-sec or buy from people who do.
